Real two-step signup that replaces the current redirect stub. Captures the integrator's intent, provisions a sandbox workspace with a seeded merchant + sk_test_* key, and lands the user in a Developer portal.

The route exists so navigation is complete and links don't 404, but the interactive surface has not shipped yet. The list below is the intended scope. Nothing here is wired to real data.

Will include

Step 1 — identity: name, email, company (optional), primary integration language
Step 2 — intent + scopes: select Intents (payments, subscriptions, disputes, etc.); scope preview via CapabilityPicker
Sandbox provisioning: seeded merchant with fixture data + fresh sk_test_* key
Attribution capture (?ref, utm_*) persisted through provisioning
